You should never, EVER, repair permissions. I've heard stories of people getting their HDs wiped and their gym locker combination erased because they repaired permission. Trust me.
Well, it's not going to do anything bad like that, but it's still pretty stupid when people constantly tell newbies "Your mouse has moved. You must now repair permissions for this change to take effect."
I've just noticed one issue, and it's very bazaar. My Command-N doesn't work in ANY application. I can't create a new anything. My "N" key works obviously, and Command-Shift-N works, but Command-N won't work in ANY app! It's really weird!!!
This is ridiculous, after installing 10.4.8, my 1.83ghz MacBook Pro is idling at 81 degrees Celcius, at least 20 degrees more than it was before the upgrade. With no apps running, fans are blowing even when it's on a table...not good.
No. File permissions state who has access to certain files/applications and whether said user can read and write to them. Occasionally (very rarely) a program will incorrectly modify the permissions of a file, meaning that you can no longer access it. That's the only situation in which you need to repair permissions. Repairing permissions just returns them to their default settings.

It can be though, if something went very wrong with the permissions. Different parts of system is assigned a "user", and if any of those "users" can't access the files they need, then things can go wrong.

I've just repaired permissions on this thread. Please let me know if this has caused any issues.
It doesn't seem to have caused any problmmmmmmmmmmmmmmmmmmmm
Check the apple support forums.
If anyone is having this issue, like I was... use this color profile, and it fixes everything:

My PowerMac is now freezing and requires a hard restart after it goes to sleep. This is bullshit.
Please repair permissions
Cheers

So... is that a repair permissions issue?
Is it just me or does Safari seem a little more Blue after the 10.4.8 update?
Cheers
uhh, I think it's just you
Edit: oh, just read your second post

Nothing jumping out here regarding new hardware coming down the pipe.
Something interesting taking place with my Macbook... I've never noticed the Apple logo on the back laptop display being illuminated upon closing. Almost all the time the display kills the backlight the moment that I close the lid... it took at least an extra second to second and a half to shut off..
I noticed the same thing on my MacBook Pro. I'm going to try zapping the PRAM before repairing permissions.

I'm pretty sure it was sarcasm.
I'm pretty sure it was sarcasm.
Yeah.... I think this whole thread is dude
Next I'm going to hold down the shift key while restarting in order to isolate extension conflicts.
But I really did notice that the Apple light stays on longer now after I shut the lid.
