It wasn't Bush's fault. His speechwriter should never have used a phrase that is so obviously beyond Bush's vocabulary (and obviously the audience's in the 'crawfish' case).
Also, all the Bushisms were he manages to mangle his ghost-written speeches and his unique (m)ad-libs will probably make it into the next OED if they pass into reasonably common use as it is primarily a record of usage and inclusion is not based on merit of any kind.
