And Skype doesn't have to worry about a huge % of their customers who aren't geeky smartphone users Mod'ing forums while mommy delivers hot pockets. Said users perhaps not buying a $600+ handset or tablet every year.
And much of Skype is NOT 1G, 2G, 3G/semi-4G connected.
And Skype cares less about experience than Apple (IMHO)
And Apple's isn't free. Both ends still have to pay for ISP connectivity.

Facetime was never blocked over 3G on Sprint nor Verizon if memory serves, nor is it blocked on T-Mobile. It was also only blocked for certain plans on AT&T and they are removing those restrictions which means it won't be blocked on any major carrier.Since you are not a subscriber of any of the big 4 carriers nor do you have an iPhone you possibly weren't aware of this fact. Since they didn't block video FaceTime there is little reason to believe they would block audio facetime either.

R… really? I've never found it. There's the buddy list that shows Jabber, AIM, and Google Talk, but it doesn't show iMessage. You have to enter those manually every time you want to start a conversation with someone.

They'll make up further lies about why Skype will be allowed but FaceTime won't.
Where's your mobile hardware and software platform with 300,000,000 users, then? Go on, show us.
It was only ever banned on some old grandfather plans on AT&T and even they are now allowing facetime over 3G to all their plans. Sprint, Verizon, nor T-Mobile never banned it. Stop backtracking and admit your were dead wrong.
