No, the FBI did not ask (or the NSA refused) because anything the FBI does can be subject to a lawsuit, but the NSA doesn't ever want to be in court to reveal its methods.  So the FBI and the NSA generally do not work together and the NSA won't share anything with the FBI.   Don't know whether the NSA shares with the CIA. 

NSA is supposed to pass domestic intelligence to the FBI and foreign intelligence to the CIA. The NSA does not really help out with investigations. In fact, it is not their job to crack phones for the FBI or CIA, though I am sure they would at times. These are distinct agencies with their own unique mandates and ambitions. The NSA is part of DOD while FBI is part of the DOJ. We are too compartmentalized for our own good. I see this in private industry as well. Each agency is trying to build its own tower of babel. And there are not 3 agencies, but more like 12 intelligence agencies. The reason for 9/11 was not lack of relevant information, but lack of cooperation between CIA and FBI.

This is not even the FBI, it is the quest of one mad and delusional man, James Comey. I think most folks at the FBI are too embarrassed to speak up against Comey. Comey is the wrong man as Chief of the FBI. The guy embarrassed himself in the Congressional hearing with Apple. He is completely incompetent when it comes to technical discussions. He might be a great lawyer, but we expect more from an FBI Chief. And we expect an FBI Chief to listen to people like DNI's Clapper, ex-NSA Michael Hayden, Michael Chertoff, NSA's Mike Rogers, the rest of the world....even Lindsey Graham, who disapprove of backdoors and siding with Apple. Somebody needs to fire Comey immediately! He is the No. 1 threat to National Security!

It is like the NSA prior to the most recent reorg. 1/2 was supposed to keep us safe by identifying and reporting zero day exploits to manufacturers (which they did not do). The other 1/2 was explicit about identifying zero day vulnerabilities, keeping them secret and using them to spy everyone and mount cyber attacks to foreign countries (this they did well). 1/2 of the government was funding TOR while the other 1/2 was trying to crack TOR and defeat it. At the end of the day, the DNI, DOJ have enough programs to justify the annual budget and this is all they care about. One thing is for sure, these agencies do not exist to keep you safe. They just exist to self serve and they only change on the outside when they get caught doing wrong.
