    Well, they aren't -- but, in this case, Android and Apple work about the same.  Google updates its systems but, at least partly because so many phones are using customized versions of the code many of those phones have to be updated by the carrier -- which doesn't happen.   Actually the best of the two is neither -- it is Microsoft:   I'm typing this on a 10 year old machine running the latest version of Windows -- and I have even older machines running current versions as well.

    But, none of that answered my original question of:  "What is Apple's policy regarding outdated equipment?  I thought they had halted updates to the iPhone 5."
    This is an up date to keep time accurate.  GPS is used for time.  Security (signing, certificates, etc.) all require accurate time, or things like the App Store, iCloud, etc., do not work.  This update fixes a GPS time issue because GPS' have "rollovers" where some hardware/software may have bugs, or did not considered the devices being in use this long.  Without this update, the device date/time will be wrong and secure stuff will break (App Store, iCloud, iMessage, secure e-mail, etc.)

    Do you have to purchase a device from Apple, or can you purchase from a third party? What tells Apple this is a new device? For example I purchased a 4K AppleTV before the announcement but haven’t yet set it up. Apple doesn’t know when I purchased it from the third party. Will I get the service for free?
    They made no stipulation that you had to buy it directly from Apple...  Every Apple product goes online when you first power it on, and is "Activated" with Apple.  I suspect it's based on when you first activate the "new" device with Apple.

    You also now "get to" approve access to every single directory any app might request access to. That will go over real well. Since users have no idea why an App needs access to what it needs to access to, users will deny it, and the app will not function. Real smart Apple.

    You don't have to approve access to every directory an app wants access to - just any directory that might have personal, private, etc. information.  Apple defines what specific directories require permissions to access.  This is just like the previous request for permissions to Contacts, or Calendar as examples.

    After 15 years of downloading things in Safari, you now get the "feature" of having to approve access to your Downloads folder, manually, for every single website.

    You are not approving access to your Downloads folder.  You are giving that specific website permissions to download files (to wherever you have designated as the default download location).  This stops drive-by downing of malware, etc., where as soon as you click a link or open a web page, software is downloaded, and if it's considered "safe", it is automatically opened.

    Exactly what is embarrassing?  I haven't seen any gripe worth noting about this v13 upgrade.  I've upgraded my iOS devices and have had zero issues.  If you're having issues with an update coming not long after v13 was release, then please enlighten us on any OS upgrade of any competitor that has been perfect since day one and has never had to have an update issued to it.  Sounds like your standards are a wee bit too high.

    That's not to say that iOS 11 (I think) was probably the worse upgrade I've ever seen... other than that, I myself have never had issues with any of the other ones, let alone installing updates not long after their release.
    Then you're not looking in the right places.  Those of us with new iPhone's are having major issues with restoring from iCloud backup and then getting our Photo's back on our device.  I heard the Mail app was having issues with Exchange accounts.

    Photos and mail...hardly minor apps.  And while researching the issues I'm having with iOS 13 and my new iPhone 11, I see plenty of widespread issues.  
    I support just a little over 15,000 iPhones & iPads.  We have Exchange both on premise & O365 (we're migrating to O365).  We've had zero issues with iOS 13.x & Exchange.  Not even any issues with the betas.

    So take what you hear with a grain of salt...
