Perhaps they should learn to read the stress level and feedback of their Mac users before they attempt anything that will get people killed. 

The difference between Apple and Microsoft is that Apple is a market creator, Microsoft is a follower. 

The only thing Microsoft has ever created (without stealing the idea from someone) is Clippy. 

If the system cannot perform at the rated clock rate at all workloads, it is back to the drawing board.  
You cannot expect the system to reach burst speeds for more than shorter periods, but I guess that is implicit in the the term burst. 

If a system consistently underperforms (compared to stated ratings), then the manufacturer misguides the customer, who might have chosen a better performing system that meets his expectations and requirements. 

Well deserved! I stand with the EU on this.  - That company is nothing but a leach, pilfering every scrap of information they can find about a person only to sell it. 

Probably a better comparison would be a long Xcode compile to see how much throttling is going on for both the 2016 and 2018 models. 

My mid 2012 MBP i7 rated at 2.3 GHz never comes above 1.9 and usually hovers at around 1.8 on Xcode builds with 99.5% CPU utilization.
