Apparently they think that's easier than the guy just walking into the office and plugging an infected thumb drive into someone's PC?

Are they saying it might be "dormant" to give a sense of urgency that it could wake up and attack at any moment? If that's what they're worried about, shouldn't they just pull the SIM and kep it off the wifi?
