Personally, I am OK with a S version with a few minor improvements. (camera, antenna). The assistant does not really catch my eye, voice dial was great, but I never use it since it misses as much as it hits. I think the 4 is a great balance between features and battery life.

Because it is not cheap. The off contract price of the 3GS is more expensive than most Android devices. If Apple does that again it will not have a viable PAYG phone.
I don't get the idea that Apple are going to continue to fight Android with this years and last years model. But who knows?

The funny thing is that in the US while you can buy a smartphone without a data plan, you cannot buy a data plan without a smartphone. It is a bit like your electricity utility selling you the electricity only together with a fridge.
But you just need to trash or loose your smartphone one month into your contract and ask them how much a replacement costs, that is the true price of the iPhone.
And the actual cost of a smartphone can easily be calculated from the difference between a non-data, non-smartphone plan + a data-only plan (like available for the iPad or for 3G modems) and the actual smartphone plan, plus the initial downpayment (of $99, $199). Because that is what consumers with a little bit of common sense left base their decision on. They look at their current phone bill including periodic hardware costs (and possibly their MiFi data plan cost) and then they look at their potential smartphone bill including periodic hardware costs. They might compare total cost over x years or they might compare monthly cost (distributing hardware downpayments to monthly rate).
Assume cars would only be sold via loans, would you say the price of a car to the consumer would be the downpayment? Only to the shortsighted ones, the rest would calculate the net-present value of all future loan repayment rates.

Because it is not cheap. The off contract price of the 3GS is more expensive than most Android devices. If Apple does that again it will not have a viable PAYG phone.
