What’s the problem you seem to have with updating your software? Sounds like that should be addressed first.
Being in IT, just because a new version of some software comes out, doesn't mean that you should run out at install it. For starters, our MDM solution was not immediately iOS7 compatible and we were warned ahead of time by the MDM vendor that installing iOS7 would break things deployed by the MDM. Secondly, not all of the apps deployed out to the devices were going to be 100% compatible with the new iOS version. Thirdly, since the app store has been disabled on the devices per a configuration profile, we could not push out any updated apps to the devices, which meant having to touch 500+ iPads to just update the apps.
Based on your questions to me, I'd assume that you do not work in IT or any capacity close to that.
