They do email, web browsing, some messaging and social media apps, and some social gaming, for the most part. That makes me think that the iPad Air 3 will move to 32GB as the base.

surface cover is over 100 bucks as is the logitech as well. There is like a $10 difference between apples keyboard cover and logitech and surface covers.

The net size of any of the iPad models is going to be substantially smaller than any of the other devices since this is a higher priced product that has a smaller target audience by virtue of cost etc. Apple had to make some guesses on what bundles would provide the greatest rewards. Obviously they aimed at 32GB to grab those that cannot seem to justify the high price of a fully kitted out device -- an entry level device to get those people and get them into the ecosystem. They probably figured that 16GB was too low because of the size of the graphics etc. so they jumped up to 32GB. These people are willing to be more frugile in organizing what they need to justify being able to buy it in the first place. These people provide a foundation to upsell to a higher configuration a couple generations down the road if they are happy. There are plenty of people that don't need wifi, so they offered a high end one 128GB version without and then the corporate aimed one at 128GB with. Apple is not going to make 9 different models because it takes away the advantages of manufacturing volume pricing to maintain desired margins. If none fits your needs - so sad - but you are free not to buy one.
This is a new niche market that they are aiming at their device at and they probably used existing metrics on iPad Air to guess at the split of the customers between the entry version and the high end version.... (usually low end ones outsell high end ones) and whatever split they decided on it obviously did not match reality.... that is just the way it is.
The fact that there was such a shortage of pencils was likely a screwup somewhere along the line and Apple likely had to make a decision on whether to hold back the iPad Pro sales or go ahead - and for whatever reasons they decided to go ahead with the sales rather than wait til the end of November (December would make it publicly obvious that something was off). We don't know the schedules of Apple to know if there was issues with a later release, or whether they wanted to make sure it was out well before black friday.... Next year all the impatience and blowback from not having enough pencils at the beginning will be forgotten by all but a few people....
