I am afraid you're seriously misrepresenting things. The Nazis were a state actor. ISIS, Al Qaida, etc were/are not. They are lawless, stateless entities.
ISIS believes they are following ONLY the law of God. They are not lawless, in their eyes, and they reject any and all secular laws (like national borders). They must also hold and defend territory, by their law from God, which makes them a state in their view. They even have socialized medicine.
